The Secretary of the Air Force can let the Academy Superintendent accept research grants for work done by Academy professors or instructors that has a scientific, literary, or educational goal. A qualifying grant must be won in competition and come from a corporation, fund, foundation, school, or similar group that exists mainly to support those kinds of purposes. The Secretary will set up an account for the grant money. The Superintendent must use the money under the grant terms and under the rules the Secretary creates. With limits in appropriation laws, Academy funds may pay costs of applying for those grants.
