Summary

The Secretary of the Air Force can treat money Congress gives the Department for certain Academy sports or recreational extracurricular programs as if it were nonappropriated funds. Doing that lets the money be spent under the rules for nonappropriated funds, it is treated as nonappropriated for all purposes, and it stays available until it is spent. An "Academy mixed-funded athletic or recreational extracurricular program" is an Academy sports or recreation program that is not a morale, welfare, or recreation program, is supported by appropriated funds and by a nonappropriated fund instrumentality, and is not a private organization or run by one.
