The Secretary of the Air Force can allow the Air War College to accept research grants when a college professor or instructor will do the work and the project is scientific, literary, or educational. Grants must be competitively awarded and come from groups run mainly for those purposes, like corporations, foundations, or schools. The Secretary will set up an account to hold and manage the grant money, the Commandant must use the funds under the grant terms and applicable rules, and appropriated funds may pay costs of applying for grants as allowed by law. The Secretary must write rules to run the program.
