Allows the Civil Air Patrol to use federal equipment and resources—like aircraft, vehicles, computers, and communications gear—or items bought with federal money to help state or local authorities with disaster relief, emergency, and nonemergency missions and to carry out its charter duties. Use must follow laws for nonprofits using federal property. CAP can help without payment. If it charges, it may charge less than private companies. The Air Force Secretary may pay for liability insurance for these missions.
