The Secretary of the Air Force can give the Civil Air Patrol the equipment, supplies, money, and other help it needs to do missions the Secretary gives it as an Air Force auxiliary. The Secretary can give, lend, or sell major excess items like aircraft, vehicles, computers, and communications gear without following subtitle I of title 40 and division C (except sections 3302, 3501(b), 3509, 3906, 4710, and 4711) of subtitle I of title 41. The Secretary can also allow use of Air Force services and facilities, supply fuel and other operating items or funds to buy them, place Air Force liaison officers with the Civil Air Patrol, detail Air Force members or contractors to help train or work with CAP units, pay travel expenses (at rates not higher than those in subchapter I of chapter 57 of title 5), fund national and key regional headquarters, pay to fix or buy CAP equipment, give cadets Air Force uniform items free, and support the aerospace education program. The Secretary can arrange for CAP to use facilities or services of the Army, Navy, or other agencies if those agency heads agree. Those arrangements must follow the rules in section 9498.
