The Secretary of the Air Force may lend, without cost to the United States, magazine rifles and parts that are not current service models and are not needed for reserve stocks to schools with a uniformed cadet corps large enough for target practice. He may provide 40 rounds per cadet for each range used, but no more than 120 rounds per cadet each year. Schools must use the equipment only for target practice, take proper care of it, and return it when asked. The Secretary will write rules and add safeguards to run the program.
