The Secretary of the Air Force may lend old military weapons and related supplies to State schools and to State soldiers’ and sailors’ orphans’ homes in the States, Guam, and the Virgin Islands for training and drills. A Governor of the State, Guam, or the Virgin Islands must recommend the school or home first. The loans follow rules the Secretary makes and the United States will not pay for shipping. Schools that could already get ordnance under any law in effect on June 30, 1906, cannot get these loans. Each borrowing school or home must give a bond worth twice the value of the items. The bond covers care, safe keeping, and return of the items when asked, except for items that are properly used up.
