If a U.S. court recognizes a foreign representative, it can give extra help under this law or other U.S. laws, but only within the limits in this chapter. Before giving help, the court must decide whether, while respecting foreign courts, the help will reasonably do five things: treat all claimants fairly; protect U.S. claimants from unfairness or trouble; stop fraudulent or unfair transfers of the debtor’s property; distribute the debtor’s proceeds mostly as this law requires; and, when fitting, give the person a chance to start over financially.
