Title 12 › Chapter CHAPTER 7A— - AGRICULTURAL MARKETING › § 1141
Congress wants farmers to be able to sell their crops and food across state lines and to other countries in a fair, steady way. To do that, it seeks to reduce risky speculation, stop wasteful ways of moving goods, help farmers form and fund producer-owned cooperatives and marketing groups, and manage surpluses so prices do not swing wildly or fall too low. A surplus is any extra U.S. production, seasonal or yearly, beyond what’s needed for normal distribution or domestic use. The Farm Credit Administration must use its powers to help carry out these goals as fully as possible.
