The administration must work with other federal agencies and use their services and facilities to avoid wasted money or repeated work. The President can order those agencies to give the administration information they have about its duties, but cannot force them to hand over information that someone gave to the agency in confidence. The administration may also cooperate with States, Territories, local governments, or private people, and must tell the Agriculture Department (through the governor) about special research needs. The President may, by Executive order, move whole or part of any federal office or its work that deals with scientific, extension, or marketing services for farm products, and transfer the related functions, records, property, staff, and unspent funds to or from the administration.
