Create model guidelines for fixing and updating buildings that States and local communities can choose to use with their current building codes. These guidelines must help officials inspect and approve rehabilitated properties. The Secretary must make them with the National Institute of Building Sciences, government groups, the building industry, consumer groups, and others. The guidelines must be published for public comment within one year after October 31, 1978, and finalized within eighteen months. The Secretary may give technical help and must report to Congress within thirty-six months after October 31, 1978 about which governments adopted the guidelines and recommend next steps.
