The Secretary must carry out studies and demonstration programs in at least three metropolitan areas to see how much people need, and how cost-effective it would be, to give pre-purchase counseling and help for borrowers who are behind or facing foreclosure, plus related services, to owners and buyers of single-family homes that are or will be covered by the National Housing Act’s unsubsidized mortgage insurance programs. Within one year from August 3, 1976, the Secretary must send Congress an interim report on the work so far and include an estimate of when the final report on the demonstrations will be ready.
