The Secretary of Housing and Urban Development must create minimum standards for new homes (not manufactured homes) that get insured mortgages. The standards must make new construction much more energy efficient and be put into effect as soon as possible after November 9, 1978. After November 30, 1983, the energy rules must be at least as strong as the ones in place on September 30, 1982. The Secretary may require these homes to follow a nationally recognized model building code, or a state or local code based on one, and will decide if a code is comparable or pick a model where needed. The Secretary can also allow exceptions for alternative water systems, like cisterns, if state or local codes say they meet health and safety rules.
