Authorizes the Secretary to insure home loans to help World War II veterans get more housing they can afford. The Secretary can promise to insure loans before they are signed. All insured loans together cannot exceed $6,150,000,000 unless the President allows an increase up to $6,650,000,000. No new loans may be insured after April 30, 1948 unless the Secretary made a commitment by that date or the loan simply refinances an existing insured loan without increasing the amount or length. Loans under a related program may not be insured after March 1, 1950, except for commitments made by then or similar refinances, and up to $500,000,000 more may be added for applications received by March 1, 1950. Borrowers must promise not to refuse families with children, and buyers must promise the same while insurance is in effect; breaking that promise is a misdemeanor and can bring a fine up to $500. The Secretary can also require some insured homes to be available for rent. To be insured, a loan must be with a Secretary-approved lender and cover a home for up to four families that was approved before building starts. The loan can be up to 90% of the Secretary’s value estimate (or, for applications by March 31, 1948, 90% of the current cost). The law sets exact dollar limits on loan size for one- to four-family homes: $5,400 / $7,500 / $9,500 / $12,000 and alternately $8,100 / $12,500 / $15,750 / $18,000. Loans must fully amortize, run no more than 25 years, and carry no more than 4% interest. The Secretary may set other rules about repairs, taxes, foreclosures, and fees. The Secretary fixes an insurance premium between 0.5% and 1.5% per year of the outstanding loan, payable by the lender in cash or approved debentures, and may require upfront payment. If a loan is paid off early, an adjusted premium may be required and some unearned premium may be refunded. Insurance contracts are final proof the loan was eligible and cannot be attacked by an approved lender except for lender fraud.
