The Secretary can make rules needed to carry out this part of the law. Those rules can cover how an investor keeps books and records and how the Secretary checks them; what financial and operating reports must be filed and approved; how insurance claims are filed, proved, paid, or denied; and changes in the recorded investment when the investor adds, sells, or temporarily reduces value of parts of a project while damaged buildings are being repaired. For investors already supervised by a State banking, insurance, or other State agency, the Secretary may use or work through that State agency to carry out supervisory duties and may do so without regard to section 6101 of title 41.
