District courts can stop violations of section 1972. United States attorneys, led by the Attorney General, must file civil court petitions that explain the problem and ask the court to order the violations to stop. After the accused are told, the court must hold a prompt hearing. While the case is pending the court can issue temporary orders, and it can summon other people into the case—even from other districts—with subpoenas served by marshals.
