Create programs to give safe, useful loans and related help to young, beginning, and small farmers and ranchers. The programs must be coordinated with other Farm Credit System groups and with government and private lenders so the services are available across the area. Each program must be approved by the Farm Credit Bank that oversees the association. The Farm Credit Bank for each district must get annual reports from its associations about these programs and their progress. The bank must then send an annual summary of the district’s activities and results to the Farm Credit Administration.
