State laws about settlement practices still apply unless they conflict with the federal rules in this chapter. If they conflict, the federal rules override only for the parts that clash. The Bureau decides if a conflict exists, but it cannot override a state law that gives consumers stronger protection. The Bureau must consult relevant federal agencies before making these decisions.
