Congress creates the National Consumer Cooperative Bank and gives it a permanent charter unless Congress changes or ends it. The Bank’s main office must be in Washington, D.C., and it may make loans and offer services across the United States, its territories and possessions, and Puerto Rico. The Bank must support cooperatives with loans and technical help, keep broad control with voting stockholders, promote member ownership and participation, help improve consumer goods and services, and encourage cooperatives and others to buy its stock so the government’s class A stock can be redeemed as soon as possible. Final Government Equity Redemption Date — the day when the United States has fully redeemed its class A Bank stock.
