The Board of Governors appoints Class C directors who must have been residents of their district for at least two years. The Board picks one as chairman and Federal reserve agent who must have banking experience, keep a local Board office at the bank under its rules, report regularly to the Board, and get an annual salary the Board sets and the bank pays monthly. The Board names a deputy; if both are absent the remaining Class C director leads meetings.
