The Council must create and run risk-management training seminars for its employees and for employees of insured financial institutions. By the end of the one-year period starting on August 9, 1989, the Council must study whether starting a formal training program that would certify people as Risk Management Analysts is practical and suitable, and must send the study results to Congress.
