Creates a group called the Appraisal Subcommittee inside the Council. It is made up of people chosen by the leaders of the Federal financial institutions regulatory agencies, the Bureau of Consumer Financial Protection, and the Federal Housing Finance Agency. Each chosen person must show knowledge and skill in the appraisal field, and at all times at least one member must hold a license, certification, or professional appraisal designation.
