Federal Reserve banks must take, at face value, checks and similar payment items from banks and from other Federal Reserve banks. This covers things like withdrawal orders, share drafts, and drafts drawn on a depositor’s account. A bank may still charge its customers the actual cost of collecting and sending funds or for exchange. The Board of Governors of the Federal Reserve System sets the fees banks can charge customers for items cleared through the Federal Reserve and the fees the Reserve banks may charge for clearing or collection services.
