Federal Reserve notes must display a special letter and serial number that the Board of Governors of the Federal Reserve System assigns to each Federal Reserve bank. Notes that are too worn to use must be taken out of circulation, destroyed, and tracked in the ways and places the Secretary of the Treasury sets, and when destroyed the Board of Governors decides how to divide the credit for them among the twelve Federal Reserve banks.
