Declarant = the person who made the allegation. If the Attorney General tells a declarant that their allegation has not been handled under section 4206(d)(2), the declarant can ask the Attorney General to give them a contract under subchapter III so they can pursue the case as a private lawyer. The declarant must file that request within 30 days after getting the notice, and the Attorney General must reply within 30 days after getting the request. The Attorney General must either give the contract or move forward with the case themself. If the Attorney General gives the contract, the declarant, after talking with the Attorney General, can pick the lawyer to prosecute the case and must follow the rules in subchapter III.
