Title 12 › Chapter CHAPTER 46— - GOVERNMENT SPONSORED ENTERPRISES › § 4501
Congress finds that the Federal National Mortgage Association and the Federal Home Loan Mortgage Corporation (the enterprises) and the Federal Home Loan Banks (the Banks) have important missions. Because the enterprises’ role matters for housing and the economy, stronger federal regulation is needed to reduce risk. Congress finds they pose low insolvency risk and that their securities are not guaranteed by the U.S. government. The regulator must be independent and can set capital and disclosure rules, require records, examine institutions, and enforce compliance. The enterprises must finance affordable housing for low- and moderate-income families while remaining financially strong and earning a reasonable economic return. The Federal Home Loan Bank Act should be amended to make safety the Federal Housing Finance Board’s primary mission.
