The Bureau must create and run a system to register certain bank and Farm Credit employees as loan originators in the Nationwide Mortgage Licensing System and Registry. The system must be in place before the end of the 1-year period beginning on July 21, 2010. For each loan originator, the Bureau must send identifying information, including fingerprints for FBI and other state and national background checks, and basic personal history and work experience, plus permission for the Registry to get records of any administrative, civil, or criminal findings by any government. The Bureau must work with the Nationwide Mortgage Licensing System and Registry to set rules for giving each registered loan originator a unique identifier to track employment history and public disciplinary or enforcement actions. The Registry must coordinate with the Bureau on registration features and data needs. When making procedures and ID rules, the Bureau may allow small exceptions to paragraphs (1)(A) and (2) of section 5103(a), should try to use existing information to reduce the burden of registering, and should consider automating the process where practical.
