Within 60 days after July 21, 2010, the Secretary must pick one calendar date for moving certain functions to the new Bureau. The Secretary must consult with top leaders of the Federal Reserve, the FDIC, FTC, credit union and thrift regulators, HUD, OMB, and others named in the law, and must publish the chosen date in the Federal Register. The Secretary may change that date after consultation, but must publish any change. The chosen date must be at least 180 days and no more than 12 months after July 21, 2010. The Secretary can delay beyond 12 months but no later than 18 months if they send appropriate committees of Congress a written finding saying more time is needed, explain why, and describe steps to complete the transfer.
