The Secretary can rent transportation for field employees. Inside the continental United States the rentals must be types other than motorcycle, automobile, or airplane; outside the continental United States any type, including an employee’s own vehicle, may be rented. These rental contracts do not have to follow section 4 of the Travel Expense Act of 1949 (5 U.S.C. 837). Rentals must use the prevailing local rates, and inside the continental United States they may be made only if they are safer, more economical, or more advantageous to the Government than using a motorcycle, automobile, or airplane.
