The Secretary must collect and publish cotton data. For cotton that has been ginned, the report must show how much was ginned from each crop before these dates: August 1, September 1, September 15, October 1, October 15, November 1, November 15, December 1, December 15, January 1, January 15, February 1, and March 1. The Secretary can limit the August 1 and September 1 checks to areas where cotton was actually ginned. The Secretary must also publish monthly figures as soon as possible after the month ends for cotton used in manufacturing, bales on hand, active consuming spindles, spindle-hours, and cotton imports and exports. When reporting cotton on hand and carry-over, the Secretary must list bales of linters separately from bales of cotton. Right before each Department of Agriculture cotton report, the Secretary must give the latest statistics to the Department, and the Department must include them in its report.
