The Secretary must gather available foreign cotton data by correspondence or from published reports. This includes information on cotton production, consumption, stocks, and the number of cotton-consuming spindles in other countries. Every Commerce Department cotton report must include a brief summary of that foreign data. The Secretary must send that summary to the Department of Agriculture so it can publish it with its cotton reports just like U.S. statistics.
