Only people with the right certification can lead big or medium Coast Guard acquisition projects. A Level 1 project or program manager must have a Level III program manager certification. A Level 2 project or program manager must have a Level II program manager certification. The Commandant must set up enough acquisition jobs at headquarters and in the field. Those jobs must cover key areas like program management; systems engineering and testing; procurement and contracting; property and logistics; quality, manufacturing, and production; finance and auditing; training and career development; and construction and facilities. The Commandant must put acquisition jobs at headquarters into the workforce, make sure each person has the right skills, and not give preference to Coast Guard officers or members when filling these jobs. The Commandant must also create an information system that tracks people’s qualifications, assignment history, tenure, and promotion rates. Career paths for officers, members, and employees who want acquisition careers must be defined, published, and given equal promotion opportunity compared to others.
