Summary

The Commandant must arrange with the Secretary of Defense to get help with contracting and managing Coast Guard acquisitions. The Commandant must also try to use Department of Defense or other agencies’ contracts when that gives the best price for Coast Guard assets. The Commandant must try to keep a written agreement with the Secretary of the Navy to get help from the Office of the Assistant Secretary of the Navy for Research, Development, and Acquisition, including the Navy Systems Command. That agreement must cover sharing technical help and experts and temporary staff exchanges to build Coast Guard skills. The Chief Acquisition Officer must, as much as possible, use procedures like the Navy Senior Acquisition Official uses to approve technical requirements.
