The Coast Guard Commandant cannot lease, charter, or buy a vessel if a major part of its hull or superstructure was built in a foreign shipyard. The President can allow an exception when it is needed for national security. The President must notify the House Committee on Transportation and Infrastructure and the Senate Committee on Commerce, Science, and Transportation, and wait 30 days after those committees get the notice before any contract can be awarded. The notice must explain the national security reason and include a detailed summary of market research showing U.S. shipyards were not available to meet Coast Guard needs.
