When a prime contractor gets extraordinary relief under the Act approved August 28, 1958 (Public Law 85–804; 50 U.S.C. 1432 et seq.) for a major acquisition, the Secretary cannot accept any more extraordinary-relief requests from that prime contractor for that same acquisition. That rule does not stop subcontractors from asking for relief. At least quarterly in any fiscal year when such relief is approved or provided for the acquisition of Offshore Patrol Cutters, the Commandant must send a detailed report to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Transportation and Infrastructure describing the relief and the recipient’s compliance with required oversight measures.
