Creates a Board of Visitors for the Coast Guard Academy to review how the Academy is run and to make recommendations. The Board has specific members: the chair (or a designee) of the Senate Commerce Committee and the chair (or a designee) of the House Transportation and Infrastructure Committee; 3 Senators chosen by the Vice President; 4 House members chosen by the Speaker; 2 Senators chosen by the Vice President from the Senate Appropriations Committee; 2 House members chosen by the Speaker from the House Appropriations Committee; and 6 people named by the President. If any of those appointees are not named within 180 days after the first session of a Congress begins, certain relevant committee chairs and ranking members serve on the Board until the second session of that Congress ends. Members of Congress on the Board are named in the first session and serve for that Congress. Presidential appointees serve 3 years and stay until a successor is named. The Board picks a Chair every two years from its members, alternating between a House member and a Senator, and no one may serve as Chair in back-to-back terms. The Commandant must invite each Board member to visit the Academy at least once a year and must give reasonable access to facilities, cadets, faculty, and staff. With the Secretary’s approval, the Board may visit more often or consult with Academy leaders. The Board reviews morale and discipline (including sexual assault and harassment response), recruitment and retention (including diversity and issues affecting women), curriculum and instruction, physical equipment and facilities, finances, and other Academy matters it chooses. The Board meets at least once a year at a place chosen by the Commandant. Committee chairs and ranking members may each name one staff member to attend and participate in visits and meetings. Within 60 days after any Board meeting, the Commandant must send a report of actions and recommendations to the Secretary and to specified Senate and House committees, and post the report on the Coast Guard’s public website. The Commandant must support the Board, name a Federal officer to help, and tell the key committee leaders and the President about these requirements within 30 days after the first session of each Congress begins. Members and advisors are reimbursed for actual expenses as allowed by law.
