The Secretary must give the promotion selection board certain information. The board must get the number of officers it may recommend, the names and service records of everyone eligible for the grade being filled, and—when an officer is up for promotion above lieutenant—any believable negative information about that officer. That negative information includes proven findings from official investigations and any notes put in the officer’s personnel file under section 1745(a) of the National Defense Authorization Act for Fiscal Year 2014. The Secretary sets the rules for how that information is given. The Secretary can also give the board extra guidance about Coast Guard needs. That can include asking for officers with specific skills or for a minimum number in a specialty, and any other direction the Secretary thinks helpful. Any selections made because of that guidance must not go past the allowed limit for picking officers from below the announced promotion zone.
