If a Regular Coast Guard lieutenant (junior grade) is passed over for promotion to lieutenant a second time, they must leave the service. They will be honorably discharged on June 30 of that promotion year, or they can ask for an earlier honorable discharge without losing benefits, or if they qualify for retirement on that date they will be retired instead.
