If a Regular Coast Guard officer serving as a lieutenant (junior grade) or lieutenant fails promotion for the second time, they must be honorably discharged on June 30 of that promotion year. They can ask instead to be discharged earlier without losing the benefits they would have had on June 30. If they qualify for retirement on the discharge date, they must be retired under that retirement law on that date. An officer facing discharge or retirement may choose to return to their permanent grade.
