The Coast Guard must have a special enlisted rank called aviation cadet. U.S. civilians can be enlisted as aviation cadets, and current enlisted Coast Guard members can be made aviation cadets if they agree, under rules the Secretary sets. Except in war or a Congress-declared national emergency, at least 20 percent of new cadets each fiscal year must come from qualified enlisted members. No one can become an aviation cadet unless they sign a written promise to accept a commission as an ensign in the Coast Guard Reserve and serve on active duty for at least three years unless released sooner. If the person is under twenty-one, a parent or guardian must agree. Under the Secretary’s rules, a cadet may be moved to another enlisted rank, released from active duty, or discharged.
