The Secretary can give an enlisted member a bonus up to $20,000 for finishing training in a skill called critical if the member still has at least four years of active duty left on their enlistment. The bonus can be paid all at once or in regular payments. If the member leaves early by choice or because of misconduct, the Secretary can make them pay back the bonus in proportion to the time not served. The Secretary can also charge interest. The interest rate is set every quarter and equals 150 percent of the average yields on 91-day Treasury bills auctioned in the calendar quarter before the repayment amount is decided.
