The Secretary must set up a database that records all Coast Guard training that could help someone get a civilian job. The database must share unclassified information with States and other employers so they can decide if that military training meets civilian licensing or certification rules. The Secretary must also make sure any certificate or verification of job skills is made so States and employers can check it is real and correct. A State may ask the Secretary to confirm that a given certificate or verification is accurate.
