The President can give a Silver Star, with ribbon and accessories, to a Coast Guard member who is serving when the Coast Guard is not under the Department of the Navy and who is officially cited for bravery that is not enough for the Medal of Honor or the Coast Guard Cross. The award applies if the act was (1) fighting an enemy of the United States; (2) during military operations against a foreign force or international terrorist group; or (3) while serving with friendly foreign forces in a conflict where the United States is not a party.
