The Secretary of the Coast Guard may provide guaranteed, adequate travel to and from work for people who work for the Coast Guard. During a war or a national emergency declared by Congress or the President, this can also cover workers at private plants making materials for the Coast Guard. Fares must be reasonable and set by the Secretary. Before offering transport, the Secretary must find that other travel options are inadequate, that private carriers were asked but could not help, and that the service will be efficient. The Secretary can buy, lease, or charter motor vehicles or watercraft that seat 12 or more passengers, have them run by Coast Guard members or contractors, and lease them to public or private carriers. Money from fares and leases goes into the Treasury as miscellaneous receipts.
