The Commandant must set up a training program for Coast Guard child development center employees, and finishing that training is required to be hired. Employees must complete the program within 6 months of being hired. The training must cover early childhood development, age‑appropriate activities and discipline, how to prevent and spot child abuse and neglect, and CPR plus other emergency medical procedures. The Commandant may use Department of Defense training programs, paid or free. Each center must have at least one specialist in training and curriculum who has the right credentials and experience. That specialist must do special teaching, supervise and train staff each day, help prepare lesson plans, assist with abuse prevention and detection, and advise the center director on staff performance. The specialist must be a competitive service employee.
