Reserve officers on active duty (except for training, board duty, or short or temporary assignments from inactive status) cannot be considered for promotion under the reserve promotion rules. They must be considered for promotion instead under chapter 21. If an officer is promoted while on active duty, that promotion is treated as if it came from the reserve rules and the officer counts as an extra person in that grade for distribution. When the officer leaves active duty, they join the normal grade counts. If an officer was already picked for promotion under the reserve rules before going on active duty, they will get that promotion under chapter 21 when they report. If an officer is picked for promotion under chapter 21 as they leave active duty, they will be promoted as if chosen under the reserve rules. A missed promotion selection counts the same under either set of rules.
