The Secretary must pick and call selection boards. Each board must have at least 50 percent Reserve officers (and try to do so for flag officer boards). All members must be higher in rank than the officers they review. A board must have at least five members; five is the quorum. Boards serve for the time the Secretary sets, but no more than one year. A person cannot sit on two back-to-back boards for the same rank if the second board will consider an officer who the first board considered but did not recommend. Board members must swear to be fair and focus on fitness and Coast Guard efficiency. A majority of members must agree on any recommendation. An officer up for promotion may send a written, non‑attacking statement about their record through official channels, and it must arrive before the board meets.
