A Reserve officer (except a captain) who is in the promotion zone for their rank, including anyone senior to the zone’s junior officer, is considered to have failed selection if the promotion board that reviewed them does not pick them, or if they were picked but later removed from the board’s report by the President. If an officer was left out of a board by an administrative error, that absence is not counted as a failure. If the next proper selection board picks and promotes them, they get the same promotion date and seniority they would have had if the original board had recommended them.
