Reserve reserve admirals must retire on July 1 of the promotion year after the promotion year in which they finish 4 years of service after being made rear admiral (lower half), unless another law keeps them on active duty or takes them off. If promotions from the inactive list are not done by a running-mate system, a Reserve officer on active duty as a rear admiral (lower half) will be promoted to rear admiral, with the President’s and Senate approval, when they reach 2 years active in that grade or sooner on a vacancy date if they have at least 1 year.
