Each year, Congress must approve how many active-duty Coast Guard members can be on the books at the end of that fiscal year. Money for active-duty Coast Guard personnel can only be spent if that end-of-year number is approved by law. If a declaration of war or a national emergency is in effect at the end of the fiscal year, the President may delay any legal limit on that number for up to 6 months after the war or emergency ends. Each year, Congress also must approve the Coast Guard’s average student loads for four training types: recruit and specialized training, flight training, professional schooling (military and civilian), and officer acquisition training. Funds for those training programs can only be used if those student-load numbers are approved by law.
